Charles P. Cabell

Major General Charles P. Cabell was the Director of Air Force Intelligence and later served as Deputy Director of the CIA. Frustrated with the dismissive attitude of Project Grudge, he ordered a reorganization of the Air Force's UFO program, leading to the creation of Project Blue Book.
