Helen Gandy was J. Edgar Hoover's long-serving personal secretary and, from 1939, his executive assistant, a role she held for over five decades until his death in 1972. She managed the indexing, filing, and routing of Hoover's correspondence and his sensitive 'Official and Confidential' files, controlling much of what reached the Director's desk. Given the volume of flying-disc and UFO correspondence the FBI handled during the early Cold War, material on the subject would have passed through Hoover's office, though she is not specifically documented as a named recipient on the Bureau's executive routing slips.
