Holmes

Holmes was an official within the Federal Bureau of Investigation whose name is found on mid-century internal routing slips. In UFO archives, his name appears on declassified memoranda discussing flying saucer sightings, government policy, and the activities of civilian UFO investigators. He was part of the Bureau's administrative chain that processed incoming UFO reports.
