Joseph F. Carroll

Joseph F. Carroll was the first Director of the Air Force Office of Special Investigations (AFOSI). A former FBI official, he coordinated closely with the Bureau and other intelligence agencies on the security and investigation of UFO reports.

Established the AFOSI's role in investigating UAP sightings and maintaining security around sensitive aerospace projects.
